Xbox outlines which games will be exclusives and which ones won't

Xbox chief strategy officer Matthew Ball has clarified the company's approach to exclusives, confirming that Gears of War: E-Day and Clockwork Revolution are just the start of a dedicated exclusive pipeline — not a one-off gesture.

Ball told GamesRadar that Xbox has a framework for deciding on a case-by-case basis which titles stay exclusive to Xbox Series X|S and PC and which ones expand to other platforms. Large live-service games will remain multiplatform, and some single-player titles may also come to PS5. Gears of War: E-Day and Clockwork Revolution fall into the exclusive camp, but Halo: Campaign Evolved and Fable will launch day-and-date on PS5 alongside Xbox and PC. Halo: Campaign Evolved executive producer Damon Conn said the multiplatform approach made sense for a game marking the series' 25th anniversary, letting friends play together regardless of which console they own. Ball acknowledged the logic isn't obvious to everyone and said Xbox is committed to communicating it more clearly.

This shift comes during a turbulent stretch for Microsoft's gaming division — mass layoffs, rising hardware prices, and months of negative press have put Xbox on the back foot. The renewed push for exclusives is a direct response to criticism that Xbox had abandoned the concept entirely after years of bringing its first-party titles to PlayStation and Nintendo platforms. Ball's stated goal is for Xbox to eventually entertain a billion people daily, and exclusives are framed as the engine that drives platform growth.

At least one industry analyst has suggested that Gears of War: E-Day and Clockwork Revolution are being positioned as high-profile wins to rebuild goodwill after a rough period — essentially sacrificial lambs meant to signal intent. Whether the broader exclusive pipeline Ball is promising materialises into consistent releases remains the real test.
